Each unit is pre-wired for telephone and cable. Because the buildings are pre-wired for telephone and cable, wires for these (and other) utilities are not permitted to be attached to the outside of the buildings nor can holes be drilled into the siding to allow outside wiring to come into units. It is the owners' responsibility to ensure that all utility contractors servicing their unit adhere to this requirement.
